Nottinghamshire Amateur & Professional Golfers' Alliance
(Founded 1921) Conditions of
Competition
|
1.
All
Competitions are played under the Rules of Golf of the Royal and Ancient Golf Club
of St.Andrews and the following Alliance Conditions of Competition.
2.
The
Professional Golfers’ Association Tournament Rules will be applicable to all
P.G.A. Registered Professional Players except as regards ‘Time of Starting’
where the disqualification penalty for lateness will be waived in line with
Section D Paragraph 3 below.
3.
The
Honorary Secretary is the Authorised Representative empowered by the Committee
to settle any problems which may arise regarding starting Times etc. and is
appointed as Referee (Rule 34-2) as regards any dispute or doubtful point on
the Rules of Golf.
A. Conditions
& Method of Entry
1.
Each
Clubs’ Professional and Organiser are responsible for the submission of their
Team Entry, which must be received by the Honorary Secretary at the
latest fourteen days before each fixture. Only in exceptional circumstances
will late entries be accepted.
2.
Each
affiliated Club may enter a Team consisting of the PGA Club Professional (or equivalent),
one other PGA. Professional / Trainee and 6 Amateurs.
3.
A
Professional / Trainee may take the place of the Club Professional and an
Amateur may take the place of either if they are unable to play. However, this must be for genuine reasons only and it is expected will
only apply very infrequently.
4.
Only
2 juniors per Club (under 21 as at the 1st January) are normally
permitted. Where a Team find it necessary to include more than 2 Juniors the 3rd and subsequent Juniors will be
required to pay the full Amateur Entry Fee.
5.
If
a Club has additional PGA Professionals / Trainees they may play (subject to
the availability of Tee times) as ‘Not in Team’ Players. Professional
‘Not in Team’ Players play for prizes outside of the team.
6.
Clubs
may enter additional Amateur Players and they may play (subject to the
availability of Tee times) as ‘Not in Team’ players. Where there are sufficient
Amateur ‘Not in Team’ Players the Committee may provide additional prizes
solely for these players.
7.
All
‘Not in Team’ players must be nominated as such on the Entry Form. No changes
will be permitted once play has commenced.
8.
If
a Player (or his replacement) fails to turn up for a fixture, without any prior
notification, he will still be required to pay his entry fee and cannot play
again until it is paid.
B. Stipulated
Round / Handicap Limits / Handicap Allowances
1.
All
Competitions are played over 18 Holes, other than those stipulated as a 36 Hole Tournament on the Entry Form.
2.
Where
weather conditions necessitate a reduction in the Holes to be played Players
will be notified at the earliest opportunity.
3.
The
Handicap Limit for all Competitions is 16
4.
All
Amateur Players will play off their current ‘Home’ Club Handicap to which the
following allowances will be applied :
Singles Strokeplay - Stableford, Handicap
Allowance Full Pro-Ams - Best 2 from 4
Stableford, Handicap Allowance 3/4
Harry Brown Final - TBA
C. Local Rules of Golf
1.
The
Local Rules in force at the Course being played will be applicable at all
Alliance fixtures with the following additions :
·
Embedded
Ball - Through the green a ball embedded in its own pitch mark in ground other
than sand may be lifted, cleaned and dropped, without penalty, as near as
possible to the spot where it lay but not nearer the hole. The ball when
dropped must first strike a part of the course through the green.

Aeration
Holes - Through the green, a ball which comes to rest in or on an aeration hole
may be lifted without penalty, cleaned and dropped, as near as possible to the
spot where it lay but not nearer the hole. The ball when dropped must first
strike a part of the course through the green. On the putting green, the player
shall place the ball at the nearest spot not nearer the hole, which avoids such
situation.

The
use of Mobile Phones during the playing of a round is not allowed. In
accordance with ‘Rule 6-7 Undue delay; Slow Play’ the Penalty for breach of
this Rule is a deduction of two points from the points total scored for the
round.
2. The Handicap Stroke Table as published at
the Course being played will be applicable at each Alliance fixture.
D. Start Times / Markers
1.
In
all Singles Strokeplay Competitions the Competitors will play in three balls.
In exceptional circumstances it may be necessary for play to be in two or four
balls but only at the discretion of the official in charge of the Competition.
2.
Players
are required to collect their Scorecards 10 Minutes prior to their Start Time.
Failure to do so may result in them being allocated a later Start Time. If they
refuse to accept this ruling they will still be required to pay their entry fee
and cannot play again until it is paid.
3.
Time
of Starting (Rule
of Golf 6.3a Note). If the player arrives at his starting point, ready to
play, within five minutes after his starting time, in the absence of
circumstances which warrant waiving the penalty of disqualification as provided
in Rule 33-7, the penalty for failure to start on time is the loss of the first
hole to be played in match play or two strokes at the first hole in Strokeplay.
The Committee has ruled that the penalty of disqualification for lateness
beyond five minutes will be waived in individual cases and the player may then
play if a later Start Time becomes available. If they subsequently refuse to
play they will still be required to pay the entry fee and cannot play again
until it is paid.
Note - The Start Time as published determines any penalties
as regards Rule of Golf 6-3a.
4.
The
fellow Competitors in each Start group will mark each other’s Scorecards. All
scorecards must be returned on completion of the round. All ‘No Returns’ to be
countersigned by marker, with reason if ‘walking-in’.
E. Determination of Winners
1.
The
‘Best Score of the Day’, all Team results and all Amateur results: Ties are
decided by a count back over the last 9 holes.
In the event of further ties over the last 6, last 3, last
2, last 1, last 12, last 15, and so on until a result
is reached.
2.
Professional’s
prize moneys in the event of Ties are shared accordingly.
F.
General
1.
The
Committee has the sole right to interpret these Conditions of Competition and
reserves the right to rescind, alter or add to these from time to time. Such
interpretation to be final.
